The article you linked to had me agreeing 100% until the Social Security and Medicaid bit at the end. Neither, to my knowledge, is facing "insolvency," though I'm less sure about Medicaid than SS.
Still, like any major financial arrangement, both need to be monitored and tweaked as needed. Such is the boring work that actually gets things done and which Bush Inc is fatally incapable of doing.
